DUBAI, United Arab Emirates – The Dubai Health Authority (DHA) has replaced the formularies for each hospital and health insurance plan with a new, unified formulary (SHIFA) under the Insurance System for Advancing Healthcare in Dubai (ISAHD), a DHA initiative seeking to provide healthcare for Dubai residents, nationals, and visitors.

According to its website, ISAHD has two main pillars: provide insurance coverage for everyone in Dubai and monitor and introduce enhancements towards sustainable high-quality healthcare system. Echoing the core aims of ISAHD, the unified formulary is comprised of commercially available and licensed outpatient drugs, including innovative drugs, to ensure unified access to the most effective treatments.

SHIFA took effect on February 18, 2021 and no other formulary can be used by Dubai’s Essential Benefit Plan (EBP) from the start date.

This means that SHIFA is the only comprehensive reference list for the Dubai Drug Code (DDC) outpatient medications intended for prescription of therapeutic agents to all insured members under Dubai’s EBP.

The DCC is comprised of all drugs that are registered with DHA’s Pharmacy Services department, and each registered drug gets assigned a unique DDC code to show the differentiation between drugs, including route of administration (ROA), dosage, form, pack size, price, manufacturer, registered owner, and source.
